In 1564, Elizabeth I granted Helier De Carteret, Seigner de St Ouen of Jersey, a charter to colonise the island of Sark, on the condition that he kept it free of pirates. He divided it into forty tenements known as the Quarantaine, and enlisted forty families to colonise Sark and help him defend it.
